Customs Bonds

To assist the trade in following the new eBond rules to take effect on January 3, 2015, Roanoke has compiled a flyer to clear up the confusion.  As an advocate for the international trade community, Roanoke strives to keep eBond simplified!

Check out CBP’s new eBond page on its website!  This new section contains a variety of resources, including FAQs, ACE news, events and activities and, soon, updated general polices & procedures to filing bonds.

The Customs Surety Executive Committee (CSEC) has released an updated version of the eBond Implementation Guide.  ABI software developers should follow this guide when a customs broker wants to electronically transmit its eSTBs to the surety.  We recommend any customs broker clients interested in this method of issuing eSTBs to contact their ABI representative to advise of the interest in this method and find out their status of eBond development. Per CBP CSMS #14-000520, effective October 1, 2014 the LA/LB Seaport will modify their enforcement posture for ISF no-file shipments. Per the statement, “CBP will continue to place manifest holds on all cargo (full container loads and consolidated loads) that does not have an ISF on file, 72 hours before vessel arrival at the LA/LB Seaport. CBP will manually monitor the existing holds to ensure the ISF information has been filed.” (Emphasis added. Previous policy used 48 hours prior to vessel arrival as the trigger.) CBP’s New York/Newark port issued its informational pipeline 14-024-NWK on August 4, 2014 advising they will immediately begin a “three strike” policy to enforce ISF violations. Refer to our July 14 posting for CBP’s sample violation letter.

CBP’s San Francisco port issued a notice on July 15 advising they will focus on ISF-10 enforcement for importers without the required ISF.
