ATA Carnet
Beginning on January 1, 2022, Brazil will cease accepting ATA Carnets. There will no longer be a Brazilian national guaranteeing association responsible for the collection of amounts owed in the case of non-compliance with ATA Carnet conditions. Valid ATA Carnets issued prior to the cessation order and currently in circulation may NOT be presented to Brazil after 12/31/2021 as BR customs will reject entry even if the green carnet cover has BR listed among the countries. We have great news for the trade community! USCIB has informed Roanoke that the suspension of ATA Carnets to Brazil has been lifted. Effective immediately, new and replacement carnets can be issued for temporary imports to Brazil. Per an email from the International Chamber of Commerce to USCIB: “Based on a written confirmation received today, CNI’s mandate as the ATA Carnet National Guaranteeing Association in Brazil has been renewed for another six months until the end of 2021. Effective immediately ATA Carnet use for temporary entry into Brazil is suspended! Roanoke has been informed by the US Council for International Business that until further notice we cannot issue ATA Carnets to Brazil. The mandate to act as the ATA Carnet guarantee association (NGA) in Brazil that was given to Confederação Nacional da Indústria/Brazilian National Confederation of Industry (CNI) by the Brazilian Customs and Federal Revenue of Brazil is set to expire June 30, 2021.
