Colleen Clarke Elected President of ITSA

The International Trade Surety Association (ITSA) recently announced its new leadership team. Colleen Clarke has stepped into the role of President for a two-year term that commenced on March 1, 2026. She will be joined by Steve Carson Sulzer, who will continue to serve as Secretary, and Michelle Lucaccioni, who returns as Treasurer. This incoming group of officers brings a strong vision to guide the organization through its next chapter. Thanks to Matt Zehner for serving as ITSA President for the past six years.
The Influence of the International Trade Surety Association
ITSA plays a pivotal role in the customs surety industry. The organization represents over 75% of bonds filed with U.S. Customs and Border Protection. This massive share underscores the association’s critical function in facilitating international trade and ensuring compliance with federal regulations.
The strength of ITSA comes from its dedicated member organizations. Prominent members include Roanoke Insurance Group Inc., Avalon Risk Management, International Bond & Marine, and EPIC Insurance Brokerage/Tokio Marine HCC. These entities collaborate to maintain industry standards, advocate for best practices, and support the broader logistics and trade sectors.
A Track Record of Excellence
Colleen Clarke is exceptionally well-equipped to lead ITSA into its next chapter. In addition to her new presidency, she holds a prominent position at Roanoke Insurance Group Inc., where she has consistently demonstrated her expertise in navigating complex trade environments impacting the surety industry.
Her leadership extends far beyond a single organization. She was appointed to and served on the 11th and 12th terms of the Customs Commercial Operations Advisory Committee and as well as the Trade Support Network Executive Committee. Clarke is an active participant in the Global Alliance for Trade Facilitation’s private sector working group, serves on the Customs Surety Coalition, and is a board member of the American Association of Exporters and Importers. These roles highlight her deep understanding of the regulatory landscape and her ability to foster strong relationships between the trade community and government agencies.
