USCIB Announces Changes In Preparing ATA Carnets for Live Horses

The United States Council for International Business (USCIB) has informed us that effective April 1, 2017, all ATA Carnet Preparers that have a horse(s) entered on their general list will be required to complete and submit an ATA Carnet Horse Questionnaire along with any related supporting documentation before the ATA Carnet can be issued. USCIB recommends Preparers use the Fédération Equestre Internationale (FEI) database as a tool to assist with the validation of the value of the horse(s) in addition to the questionnaire. USCIB no longer requires that the minimum value of  the horse declared on the general list of the ATA Carnet be $10,000. The actual value of the horse must be stated on the general list of the ATA Carnet.

This is a result of a recent significant increase of ATA Carnet claims activity from the Netherlands’ customs involving horses listed at a lower monetary worth than their true value. ATA Carnet applications with horses listed need to provide this questionnaire along with accompanying supporting documentation.
