TSA Freighter Security Plan Deadline Looms

The new U.S. Transportation Security Administration (TSA) rules on freighter security, published Dec. 29, 2014, are set to be implemented Feb. 16. That time frame puts the freight industry under pressure to digest and comply with the large-scale changes.

The updated security guidelines will affect all U.S. and non-U.S. freighter aircraft operations into, out of and within the United States. Forwarders, regulated agents and passenger carriers who tender cargo to freight operators will likely be impacted by operators’ compliance with the rules. Forwarders and handlers that deal with several airlines could find especially complex challenges concerning the changes, and staff training might need particular attention, according to remarks by Doug Brittin, secretary-general of the International Air Cargo Association (TIACA).

The new rules, and the document that compiles them, incorporate changes and previous emergency amendments and security directives that TSA has already promulgated, but it also includes some changes in compliance procedures.

Any all-cargo or freighter operators that cannot implement elements of a rule by the compliance date should notify the appropriate TSA representative and seek amendments, TIACA says. Even that could be challenging considering the short implementation window, so operators are encouraged to take action as soon as possible to avoid compliance failures.

TIACA notes that it is continuing to work with TSA on the document and other security issues to try to build a “risk-based rather than one-size-fits-all approach to global air cargo security measures,” Brittin said.
