Temporary 2‑Month Extension for ATA Carnets in Qatar

Recent developments in the Middle East have prompted important updates for ATA Carnet holders operating in the region—particularly in Qatar. Following communications issued on March 3 and March 6 regarding carnet monitoring amid ongoing military activity, Qatar Customs has introduced a temporary facilitation measure designed to ease compliance burdens.
Two-Month Extension Granted
The Qatar Chamber of Commerce and Industry, acting as the country’s National Guaranteeing Association (NGA), has confirmed that Qatar Customs Authority will extend the temporary admission period for affected ATA Carnets by two months, that will expire between February 28th 2026 and April 30th 2026.
This extension is intended to support carnet holders facing logistical disruptions due to the current situation. However, it comes with an important condition: the carnet must remain valid and unexpired throughout the extended period.
Key Clarifications for Carnet Holders
To help businesses better understand how this extension applies, Qatar Customs has provided several important clarifications:
- Carnet validity still matters
If your carnet is approaching its expiration date, you will still need to obtain a replacement carnet and have it properly processed by Qatar Customs. The extension only applies within the carnet’s existing validity period and does not override the carnet’s expiration date. - Who qualifies for the extension
The facilitation applies to all ATA Carnets with a temporary admission period expiring after February 28, 2026. Initially, this extension covers a two-month window, particularly impacting carnets with re-export deadlines between late February and April. - No action required from holders
The extension will be applied automatically through Qatar’s customs clearance system, Al Nadeeb. Carnet holders do not need to visit customs offices or submit any requests. System updates were scheduled for completion by March 26, 2026, after which all eligible carnets reflect the revised dates.
