\Beginning July 1, 2016, the International Maritime Organization (IMO) approved amendments to The International Convention for the Safety of Life at Sea Convention (SOLAS), requiring that shippers verify gross container weight prior to shipping. The International Longshoremen’s Association (ILA) has walked off the job at all of the terminals at the Port of NY/NJ due to a labor dispute. All of the terminals are shut down as of now. The walkout began about 10 a.m. on Friday, and reportedly affected all port terminals. Trucking company dispatchers advised drivers to avoid joining queues outside terminal gates. According to an article in the Journal of Commerce (JOC), there was no official confirmation of the cause of the walkout. The Federal Bureau of Investigation (FBI) last September issued a pair of warnings concerning fraud schemes that involve email, wire transfers, checks, and international businesses. The targets of these schemes are typically firms that work with foreign suppliers and those that perform wire transfer payments, including those in the transportation and global logistics services industry. The warnings stated that since January 2015, the number of victims has nearly tripled in the U.S. and across 79 different countries, at an increase of 270%. On January 15, 2016, CBP’s Los Angeles Office of Field Operations published Public Bulletin #LA15-020 reminding the trade that, effective February 28, 2016, ACS will no longer be available for electronic filing of entries/entry summaries. Filers will be required to use ACE only for electronic filings. Non-ACE filings must be via paper submission, which (CBP warns) will result in delays in entry processing/release of cargo.
