Navigating ATA Carnet Extensions Amid Ongoing Regional Disruptions

Recent geopolitical developments continue to impact the movement of goods under ATA Carnets, prompting coordinated efforts to support carnet holders and issuing associations worldwide.
Following the March 3 communication regarding the monitoring of ATA Carnets in countries affected by military actions beginning February 28, new updates have emerged that are important for National Guaranteeing Associations (NGAs) and carnet users to understand.
Grants Blanket Extension
In a significant development, the Federation of Israeli Chambers of Commerce (FICC), serving as Israel’s NGA, has confirmed that Israeli Customs has implemented a blanket extension policy.
Key details include:
• A two-month extension for all ATA Carnets that expired between February 28th through April 30th, 2026.
• No action is required from carnet holders.
• Israeli Customs will automatically update their systems to reflect the extension.
This proactive measure provides immediate relief to affected businesses and sets an example of how customs authorities can support trade continuity during periods of disruption.
Recommended Actions for NGAs
Given the uncertainty, NGAs are strongly encouraged to:
• Engage proactively with their national customs authorities.
• Advocate for similar facilitation measures, including extensions or waivers.
• Communicate regularly with carnet holders to provide guidance and reassurance.
Maintaining open lines of communication will be essential to minimizing disruption and ensuring that carnet users remain compliant while navigating these challenges.
